About the Firm

Expertise you can trust.
Partnership you can feel.

Baldwin Safety Solutions LLC was founded on a simple belief: preparedness is a partnership. Every organization we work with — whether a school district, a hospital system, a municipality, or a growing business — deserves emergency management guidance that is practical, standards-based, and tailored to the way they actually operate.

We pair real-world experience with nationally recognized frameworks to help our clients move beyond templates and checklists. Our work is hands-on, our plans are usable, and our exercises are designed to turn good intentions into proven response.

"Preparedness isn't a binder on a shelf — it's a capability built through thoughtful planning, honest exercises, and continuous improvement."

Questions & Answers

Emergency preparedness, explained.

Straight answers to the questions organizations ask us most.

What does an emergency management consultant do?
An emergency management consultant helps organizations prepare for, respond to, and recover from emergencies — writing emergency operations plans, building continuity of operations (COOP) strategies, running training and exercises, and guiding compliance with standards like FEMA CPG 101, EMAP, OSHA, and CMS.
What is an Emergency Operations Plan (EOP), and does my organization need one?
An Emergency Operations Plan defines how your organization will respond to hazards such as severe weather, fires, active threats, and utility failures. Most schools, healthcare facilities, and government agencies are required to maintain one, and many employers benefit from having one. We build all-hazards EOPs tailored to your specific hazards, people, and operations — not off-the-shelf templates.
What's the difference between COOP and a business continuity plan?
Continuity of Operations (COOP) is the government-standard framework for keeping essential functions running during a disruption; business continuity is the private-sector equivalent. Both identify your essential functions, resources, and recovery strategies so you can keep operating through events like outages, cyber incidents, or pandemics.
Do you help with OSHA and CMS emergency preparedness compliance?
Yes. We help healthcare practices and employers meet OSHA emergency action plan requirements and CMS Emergency Preparedness Rule obligations — and we produce the plans, documentation, and exercises inspectors expect to see.
What areas does Baldwin Safety Solutions serve?
We're based in the Louisville, Kentucky area and serve clients nationwide, both on-site and remotely.
Are your tabletop exercises HSEEP-aligned?
Yes. Our tabletop, functional, and full-scale exercises follow the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, and we deliver after-action reports and improvement plans your team can actually use.
